Abilities: Evil Eye: As long as his eyes are open, Hikaru can temporarily instill or take away fear from anyone. When instilling fear, Hikaru enjoys projecting horrifying illusions onto the victim. If the victim is sleeping, the visions will take the form of a nightmare (helpful when trying to receive information covertly - if a person assumes the nightmare is “just a dream” they may be more lenient with what they know). Under enough exposure, the victims are known to be released with severe mental illness or intense cases of insanity. Hikaru can blow a person’s fears out of proportion or give them entirely new ones. Don’t underestimate Hikaru. Even thousand year-old vampires can meet their match when placed in a room with this young man. Unfortunately, Hikaru can easily become a victim of his own illusions. He also has yet to find someone who can train him to use his ability property. The only known way to prevent this ability is to blindfold him.
Teleportation: The worst part about nightmares is that they can be anywhere: in the closet, under the bed, in the kitchen pantry, everywhere. Like a nightmare, you can’t keep Hikaru out by locking doors. When teleporting, Hikaru can take objects under 200 pounds or about one other person. He’s training to increase that limit. To only known way to prevent this ability is to prevent him from moving (freeze him, use of a straightjacket, etc) OR tie him to something large/heavy enough that he can’t take it with him (telephone pole, house, etc).
Appearance: An unsettling pair of calculating, almond-shaped black eyes are usually hidden behind fresh bandage wrappings or a blindfold. His thick hair is an almost identical shade to his eyes, if not, even darker. Lean, but sturdy limbs are covered by fair skin. There is a tattoo running down his spine that reads “pursuit of happiness” in Kanji.
Attire: Professional and hygienic, to say it sweetly. Hikaru is a fan of collared shirts, quarter-sleeves, slacks, ties, and clothes that otherwise make him look like a rich bachelor. However, he has an extreme weakness for Keds. It’s not uncommon for him to be sporting that particular brand of converse while rocking a sleek suit.
Detailed personality: Hikaru is a control freak, panicking in situations beyond his control whether it’s unavoidable like death or stupid like a leaking faucet. He cannot stand to have his belongings fiddled with and everything must be placed “just right”. If you can get beyond his compulsiveness and affinity for neatness, you must overcome the next obstacle: his bitterness.
Growing up with very poor control over his powers has molded Hikaru into a very bitter young man. It will take someone either fearless or foolish to see that the Gifted only desires true companionship. To be specific, he wants someone who won’t abandon him after discovering his powers.
Hikaru is not the understanding type - if things aren’t done his way, they best not be done at all. He has trouble seeing situations through the eyes of other people. Hikaru is soft-spoken, but he’s forceful when it comes to his desires. For Hikaru, fear is merely a tool to prevent disobedience.
As far as getting along with others, Hikaru is still learning. He hasn’t had much experience with other people and as a result, his curiosity gets the better of him. He actively tries to be nice and acknowledges that sometimes, maybe he over-reacts. Currently, he’s taking “learning to be a good friend” as an academic course: he’s researching what consists of good friendship material, and tries to apply it to himself. Sometimes he seems too forceful, but he’s trying...he really is!
In regards to children he’s very patient and has a fondness of the kids that have trouble fitting in or are very shy. Although he seems to have endless patience with little ones, he can be stern with them if they even think about being troublemakers. He feels that younger children aren’t quick to judge and for the most part, are trying to “figure everything out”.

History: There’d never been such a notorious child in Kyoto’s elementary school system until Hikaru Minamino was enrolled into kindergarten. Teachers suffered mental breakdowns, and peers complained of horrific visions and panic attacks whenever he arrived to class. Directors of the school investigated the classrooms, but would never find anything out of the ordinary. Hikaru would be sitting in a corner with his lunchbox and the rest of the class would be quivering on the other side of the room, seized by sudden phobias. Because of this, Hikaru developed an unhealthy obsession with discipline and control in an attempt to correct his rampant abilities. While he managed minor control of his ability, to this day, it’s all too easy for his gift to overpower him.
When he was eight and his mother was driving him to school, Hikaru’s gift of fear caused a car driver on the adjacent lane to freak out. The driver’s car spun out as he slammed the gas, letting the wheel fly as he screamed in horror. His truck rammed into the side of the Minamino’s Volvo, killing Hikaru’s mother instantly. Now, she was gone. Ms. Minamino was dead; the only person seemingly immune to Hikaru’s gift was dead. And the worst part was, no matter who told him that it “wasn’t his fault”, Hikaru would always take responsibility.
The following weeks where Hikaru was sent to America and into the care of his father, whom divorced Ms. Minamino before his son was born, were short-lived. Child services found Hikaru blindfolded, bound, and gagged to a try in the backyard as Mr. Minamino accused his son of being the devil himself.
That’s when the American government began taking interest in Hikaru. Their observations on human beings with supernatural abilities was picking up in pace, and they needed someone young - someone they could mold into an obedient worker - to infiltrate high-risk areas. Strings were pulled as Hikaru travelled through the foster care system, he was always under the watch of government agents. These times were much happier than his horrid early childhood. The foster parents and sibling were always nice to him (unbeknownst to him, they were paid to). Hikaru fondly recollects going out to eat, going to amusement parks, doing well in school, and even snagging a girlfriend or two. During this period of time, he almost forgotten about his dreaded ability.
Almost.
There was a staged “accident” during his junior year dance where several agents, posing as parent chaperones, managed to trigger Hikaru’s abilities. Within the hour, Hikaru was so terrified at himself that he broke down into tears in the back parking lot. Police reports described everything from giant tarantulas to people’s skin melting off their faces to watching loved ones die repeatedly.
The government swooped in, offered Hikaru help, and played off the incident massive quantities of drugs having been slipped into the food and the pranks of neighborhood gangsters.
Since that day, Hikaru has been conditioned to believe he’s as dangerous as a nuclear bomb - there’s never knowing when it could be fired. He’s been trained in combat, offered “friendships” with other agents, and persuaded into thinking that it’s the only mean of control. He’s had the “best doctors” examine his eyes, take endless blood tests, and dozens of brain scans. They wanted to find out what made him tick. Hikaru, believing it would help them be able to stop his ability, all too eagerly obliged. When tests weren’t being performed, Hikaru was left in the dark; it was protocol for a blindfold to be on him at all times.
Once the American Government discovered that his gift was directly connected to his eyes, they came up with a plan. First, they conditioned Hikaru to believe that other oddities like him can pose serious threats to society without proper training. It wasn’t too hard to believe. After all, he knew what he could do...what horrible things he could do to people.
For two years, Hikaru was trained as a blind person. He learned braille, how to navigate with a white cane, and even how to cooperate with a seeing eye dog. They coupled the boy with bandage wrappings, a few blindfolds, and a promise that if he does well in infiltrating Circo Phantasia that: “Not only you will you be saving lives, but the information we obtain from others of your kind may find a cure for your eyes. If not, the option to have your eyes removed is always open.”
He has not opened his eyes in two years.
